ICT Policies & Procedure Analyst (Level 6) [1 posts] – salary $6,333,301 annually.  

JOB PURPOSE 

Reporting to the Manager, ICT Policies, Procedures & Records Digitalization, the ICT Policies & Procedures Analyst will be responsible for: 

  • Liaising with the ISD sections (Application Development Delivery and Support, ICT Client Services, ICT Security, ICT Policies, Procedures and Records Digitalization, and ICT Technical Services) to ascertain and document standard operating procedures, draft policies and manage policies for use as outlined in GOJ standards and the Agency’s governance framework.  
  • Improving business efficiency and productivity within ISD, which includes eliciting, analyzing, documenting, and reviewing software programs and applications.  
  • applying proven analytical skills in identifying services and the processes involved with the aim of ensuring continuity within the Information Services Division, and also ensuring that IT Services are aligned to the strategic objectives of the Agency. 
  •  Incorporating industry best practices and standards where necessary, by researching, documenting, and presenting approaches to enhance service delivery to all stakeholders. 

 

 

KEY RESPONSIBILITIES 

 Technical / Professional Responsibilities 

Reviewing Legislation and Policies 

  • A key part of this job is to review and evaluate policies and legislation to determine the benefits and impact of any changes that may occur. This involves identifying positive elements as well as any flaws to the legalities of a particular policy. 

Liaising with JCA Business Units 

  • Policy analysts will liaise with JCA units and departments to determine the needs, concerns, and viewpoints of documents, and to understand what the goals are of a project. 

Gathering Data 

  • Policy analyst will gather and report on both quantitative and qualitative data, analyzing it for any trends or important information that may be useful in formulating new policies. 

Evaluating the Effects of Existing Policies 

  • Policy analyst will examine the effects of current policies and government programs, such as whether a new policy would have a positive impact on the public and whether it would help ISD achieve certain goals. 

Writing Reports 

  • Policy analyst will formulate reports which condense and summarize information and display key evidence for the ISD Policy Committee to review. 

Policy Awareness 

  • Create strategies to educate employees on approved and reviewed policies to ensure awareness and compliance.  

 

Customer Service Responsibilities 

 

  • Maintains customer service principles, standards and measurements.   
  • Identifies and incorporates the interests and needs of customers in business process design.  
  • Ensures critical success factors are identified and meets expectations. 

 

Other Responsibilities 

 

  • Performs all other duties and functions as may be required from time to time.

  • Provides appropriate professional advice, assistance and liaison to ISD colleagues and clients, when necessary. 
  • Ability to demonstrate high levels of professionalism, integrity and ethics. 

 

 

Technical  

  • Understanding of ICT concepts 
  • Familiarity with creating Process Flows 
  • Acquaintance with Microsoft Visio 

 

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE 

 

  • Bachelor of Business Administration, Management Information Systems, Information Management or similar ICT related disciplines 
  • Working knowledge of the legal aspects affecting policies 
  • Excellent understanding of the relevant industry and market conditions 
  • At least 6 years related work experience in policies, procedural or management analysis or related field. 

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB 

 

  • Work will be conducted in an office outfitted with standard office equipment and specialized software.  
  • The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.  
  • Required to be on call out of office hours. 
  • May be required to work beyond normal working hours. 
  • Will be required to sit in front of a computer screen for long hours at a time
