Network Administrator (Level 6) [1 post] – salary $6,333,301 annually.
JOB PURPOSE
Under the direct supervision of the Senior Network Administrator, the Network Administrator is responsible to:
- Provide specialist support to the Agency’s operations by providing an ICT network environment that supports the day-to-day delivery of Customs core operational and administrative systems and facilities that serve the Agency’s locations.
- Supervise the Administration of JCA integrated data and voice network facilities
- Oversee network operations
- Ensure continuous network services to all JCA users and locations
- Manage the configuration of ICT networking infrastructure & systems
- Manage the physical network rooms, physical wiring plant, and wireless network access points at all JCA locations
KEY RESPONSIBILITIES
Technical / Professional Responsibilities
- Identifies and recommends potential areas of improvement achievable through new/improved network systems.
- Ensures that approved routines for maintaining, correcting, modifying or otherwise improving network performance and available capacity are carried out when necessary or according to pre-determined schedules.
- Assists with evaluating new network hardware and software technology and assessing their applicability to the organisation’s requirements.
- Installing, monitoring and maintaining the physical devices and software sub-systems constituting departmental and JCA-wide area networks.
- planning and implementation of assigned ad hoc service engineering projects;
- ICT service and problem management systems, identifying root causes and resolving network problems as specified by the Immediate Supervisor.
- Ensures reliable network operations by using the Team’s expertise and skills and maintaining effective liaison with external vendors/ contractors/service suppliers, users, and the Application Support, Workstations, Systems and Database Administration Groups.
- Prepares and updates reference documentation on network design and configuration. Develops and updates relevant and appropriate material for LAN maintenance.
- Provide Tier 2/3 technical support for network-related issues
- Collaborate with cross-functional teams on IT projects and technology upgrades
- Analyses network performance and corrects/improves as required.
- Fulfils reporting requirements concerning network management activity, including progress with special projects &/or problems experienced.
- Keeps abreast of new technology, evaluating and making appropriate recommendations to better satisfy corporate-wide &/or Agency needs.

Technical
- Expert knowledge of installing, configuring and tuning server-based and client-based operating systems. (Windows and Linux)
- Familiarity with shell scripting, Python and automation tools. Knowledge of designing, planning and executing the installation and maintenance of network systems.
- Install, configure, and maintain network hardware including routers, switches, firewalls, and access points
- Monitor network performance and troubleshoot issues to ensure maximum uptime and reliability
- Manage IP address allocation, DNS, DHCP, and VPN configurations
- Conduct regular network audits, capacity planning, and performance optimization
- Implement and enforce network security policies and best practices
- Monitor network traffic for suspicious activity and respond to security incidents
- Manage firewall rules, intrusion detection/prevention systems (IDS/IPS), and access controls
- Ensure compliance with organizational policies and relevant regulatory requirements
- Demonstrated project management ability.
- Excellent working knowledge of data communication systems, including their deployment and TCP/IP network architectures.
- Excellent working knowledge of security and access control systems.
- Proven ability to correctly diagnose hardware and software networking problems.
- Sound understanding of project management methodologies and techniques, data and telecommunication systems, and their utilisation in enhancing corporate information services.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree or equivalent technical qualification, preferably in Computer Science, Electronics, Computer or Electrical Engineering.
- At least five years experience in managing/administering enterprise network infrastructure.
- Proven experience with Cisco, Fortinet, or equivalent enterprise networking equipment
- Strong knowledge of networking protocols and technologies: TCP/IP, BGP, OSPF, EIGRP, VLAN, STP.
- Experience in firewall management.
- Familiarity with enterprise-grade network monitoring tools.
- Understanding of network security principles and best practices.
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
- Work will be conducted in an office with standard equipment and specialised software.
- Travelling may be required periodically.
- The environment is fast-paced, with ongoing interactions with critical stakeholders and meeting tight deadlines, which will result in high degrees of pressure on occasion.
- May be required long hours.
