Mr. Kirk Benjamin is a distinguished Customs and Tax Administration expert, with over 25 years experience in Customs modernisation, revenue enhancement, and international trade policy development. He holds a Master of Science in Public Policy and Management, postgraduate diplomas in Public Sector Management and Tax Audit & Revenue Administration, and a Diploma in Business Administration (Accounts).

He recently assumed the role of acting CEO and Commissioner of Customs, having formerly served as Senior Director of Central Operations at the JCA where he was responsible for shaping the operational and regulatory framework that governs cross-border trade, ensuring efficiency, transparency, and strong revenue performance while supporting national economic growth.

A trusted advisor on both international trade and domestic policies, he has contributed directly to the modernisation of Jamaica’s Customs legislation and broader tax policy framework through his collaboration with the Ministry of Finance and Public Service. His ability to translate complex regulatory requirements into workable solutions has made him a key bridge between Government and the business community. His leadership is grounded in data-driven decision-making, with a strong emphasis on anticipating trade trends, mitigating risks, and maintaining a stable and predictable business environment.

Widely recognised for his strategic vision and execution, Mr. Benjamin has led transformative initiatives that have modernised the Customs environment in Jamaica and improved the ease of doing business. His expertise spans fiscal governance, audit oversight, and economic analysis, enabling proactive responses to global trade trends and revenue risks.

He is the architect of the Customs Administration Fee (CAF), a landmark revenue measure that generates billions in sustainable annual income. He also played a central role in the implementation of ASYCUDA World, transitioning Jamaica to a paperless Customs Management System that significantly reduced processing times, enhanced compliance, and increased transparency for importers and exporters. Mr. Benjamin has also been instrumental in shaping tax policy and legislative reform, working closely with national authorities and international partners to ensure compliance with global standards such as the Revised Kyoto Convention.

Mr. Benjamin brings deep expertise in fiscal governance, digital transformation and stakeholder engagement. He has represented Jamaica in various international forums and sits on several boards locally, reflecting a long-standing commitment to institutional development and to public service. He has maintained a strong focus on balancing enforcement with trade facilitation, ensuring that regulatory systems protect national interests while enabling the legitimate and efficient flow of trade.

Mr. Kirk Benjamin is married with three children – balancing work and family life effectively.
