Human Resource Officer – Pensions and Leave (Level 5) [2 posts] –  salary: $5,198,035 annually.

JOB PURPOSE

  • Under the direct supervision of the Manager, Pensions & Leave Management, the Human Resource Officer is responsible:
  • To provide operational and administrative support on all matters relating to leave.
  • To ensure that applications for all leave types are processed in keeping with the JCA Human Resource Procedures Manual, the Staff Orders for the Public Service and other regulations in force from time to time.

KEY RESPONSIBILITIES

Technical/ Professional Responsibilities

Facilitates the timely processing and administration of leave benefits.

  • Processes leave applications for all leave type by:
    • Determining eligibility
    • Calculating/generating leave entitlement and resumption date
    • Monitoring leave utilisation and accumulation
    • Updating respective leave of absence records through updating leave cards from attendance reports
    • Records all approved leave.
    • Maintains a leave database to inform staff about their leave utilisation.
    • Notifies electronically staff who exhausted applicable leave type.
    • Advise staff and relevant personnel of non-approval/approval of leave and resumption dates.
    • Prepares leave reports for submission to the Manager, Pensions & Leave Management.
    • Prepares correspondence for the implementation and adjustment of salary-related matters.
  • Provide advice to all staff on all types of leave.
  • Checks and responses to staff queries/concerns regarding leave eligibility.
  • Inform Directors, Managers, Salaries Unit and Internal Audit Division about employee leave status (utilisation).
  • Prepares annual vacation and casual/departmental leave roster.
  • Prepares final leave computations for transfers, terminations, and resignations for submission to the relevant stakeholders for continued use, verification and payment as required.
  • Provides accurate and timely information on indebtedness and leave eligibility for officers separated from the Agency
  • Assist with preparing draft submissions to the Chief Medical Officer – Ministry of Health and Wellness for Medical Board Examination to determine the suitability of officers on extended sick leave or recommendations for special sick leave.
  • Prepares leave information to support submissions (accumulation of Vacation Leave, payment instead of Vacation Leave, Special Sick Leave, Study and No-pay Leave) to the Human Resource Executive Committee Meetings as maybe required from time to time.
  • Requests Leave Particulars from respective entities concerning staff transferred/assigned to the Agency.
  • Provides end-of-year leave balances to the Finance and Administration Division (Salaries) for all employees.
  • Report to the Manager, Pensions & Leave Management on staff members with outstanding vacation leave balances spanning multiple years

Facilitates the proper interpretation/understanding of the JCA Human Resource Procedures Manual, Staff Orders for the Public Service, particularly emphasising leave benefits.

  • Provides technical advice and guidance to staff and other stakeholders in the interpretation and application of Government legislation, policies, guidelines and standards governing the administration of leave benefits.
  • Ensures the appropriate application of the statutes /legislation and guidelines procedures in processing the application for leave.
  • Ensures that all rules and regulations which affect staff are current and posted for their information.
  • Ensures that all systems are in place to provide employees with information about leave benefits for which they are eligible.
  • Ensures that individual member of staff is advised of all leave benefits for which they are eligible in keeping with the conditions of service policy in force from time to time.

  • Ensures critical success factors are identified and meet expectations.

Other Responsibilities

  • Performs all other duties and functions as may be required from time to time.
  • May be required to attend court proceedings and provide evidence.

Technical

  • Good Knowledge of theJCA Human Resource Procedures Manua , Staff Orders for the Public Service, Financial Administration and Audit Act, Financial Instructions, Executive Agencies Regulations and other GoJ policies that guide the delivery of Human Resource Management and Development services.
  • Good knowledge of the Government of Jamaica Leave Administration practices
  • Knowledge of Human Resource Management and development principles and practices.
  • Working knowledge of the relevant computer systems and applications

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • First degree in Business Administration, Management Studies, Human Resource Management, or equivalent qualification.
  • At least three (3) years’ experience in a Human Resource Management environment and two (2) years’ experience in leave and records management.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in an office equipped with standard equipment and specialised software.
  • The environment is fast-paced, with ongoing interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
  • May be required to travel locally to attend conferences, training, seminars, and meetings.
