Performance Monitoring & Evaluation Officer (Level 5) [1 post – Kingston] – salary: $ 5,198,035 annually

JOB PURPOSE

Under the direct supervision of the Corporate Planner, the Monitoring & Evaluation Officer is responsible:

  • To lead the development and implementation of a monitoring & evaluation plan to monitor progress, evaluate effectiveness, and disseminate results concerning the Agency’s corporate planning and performance monitoring and measurement process.
  • To identify monitoring & evaluation needs, design and maintain data collection systems and ensure that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analysed, and used in guiding the Agency’s Corporate planning and performance management policies and programmes.
  • To monitor, measure, and analyse data from each work location to determine the level of achievement of prescribed Agency goals.
  • Provide support for building monitoring & evaluation and quality management capacity within the Jamaica Customs Agency.

 

KEY RESPONSIBILITY AREAS

Technical/Professional Responsibilities

Program design and implementation

  • Develop and implement a robust monitoring & evaluation system that will ensure tracking of the Agency’s corporate plans, programme, strategies, and performance results at different levels (outputs, outcomes, and impact).
  • Participate actively in the implementation of Monitoring & Evaluation processes by providing technical support and checking quality.
  • Harness, adapt and roll out tools and technological innovations for collecting and analysing data with the aim of the Agency’s corporate plans, programme, strategies, and performance in mind.
  • Participates in developing a Monitoring & Evaluation Plan, work plan and indicator tracking matrix in line with the current program thematic standards and practice.
  • Generate monitoring, reporting and information management plans.
  • Pioneer the development, review, and utilisation of data collection, monitoring and reporting tools.
  • Participate actively with the QMS Section in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures.
  • Support fellow Research & Planning Branch team members in capturing and documenting best practices and success stories for learning, reference, and dissemination.
  • Generate information and dashboards for tracking and depicting progress on performance, programmes and strategy implementation against targets and key milestones.
  • Initiate data analysis and action planning meetings with management to review data trends and overall performance.
  • Maintain a tracker of key action points agreed upon at review meetings and disseminate implementation progress.
  • Review all reports to ensure that the data provided is reliable and accurate, that target indicators are met, and explanations are provided where indicators are not met.

Program monitoring, reporting and evaluation

  • Monitor & review performance measurement criteria and monitoring plan indicators to determine a baseline for the succeeding period.
  • Develop and manage database system for monitoring and evaluation, analyse and aggregate findings and generate periodic reports to inform and guide the operational decision-making.
  • Collect data regularly to measure achievement against performance indicators, programme reviews and strategic outcomes and ensure accurate and timely collection of data and check data quality.
  • Identifies and resolves problems occurring in the monitoring & evaluation data gathering/analysis process.
  • Participate in planned surveys, either internally or externally (through consultants), to promote own capacity building and enhance the quality of the survey reports generated.
  • Provide quality assurance, including data verification, on all reports and information produced by the project/programmes or activities by editing and consolidating all reports
  • Synthesize and summarise trends in corporate planning and performance programs and monitor data, including those generated from evaluations across programming pillars that can be used to inform programming.
  • Conduct continuous program assessments on prevention and response to and provide constructive feedback to inform quality interventions.

Administrative Responsibilities

  • Assist with defining and developing and reviewing the Monitoring & Evaluation Standards.
  • Identify areas where technical support is required internally and externally and provide it as required.
  • Build staff capacity through training to ensure the adoption of new data monitoring tools and data collection quality.
  • Develop knowledge management products to be shared with internal staff and external clients regarding monitoring and evaluation processes, systems, and plans.
  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Ensure internal staff and external clients adhere to monitoring & evaluation timelines and reporting templates.
  • Produce reports on Monitoring & Evaluation findings and prepare presentations based on Monitoring & Evaluation data as required.
  • Participate in writing monthly, quarterly, and annual reports.
  • Represent the Agency at meetings, conferences, and training.

  • Good knowledge of programme implementation, monitoring and evaluation techniques and practices.

  • Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access
  • Good knowledge of data collection, documentation, and reporting.
  • Proficiency in writing technical reports.
  • Knowledge, skills, and experience in participatory survey/research methods
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Knowledge of the use of data to inform decision-making, planning, resource allocation, performance monitoring and other strategic initiatives.
  • Sound knowledge of practices, procedures, and techniques involved in organisational assessment, planning, research, and decision-making.
  • Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;
  • Experience in using relevant M&E frameworks and/or tools.
  • Sound knowledge of Customs Act and Regulations, Executive Agency Act and related legislation.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Statistics, Economics, Management Studies, Public Sector Management, Business Administration, or any other relevant field.
  • Three (3) years of related experience in Monitoring & Evaluation.
  • Advanced certificate in M&E, Statistics or Economics preferred.
  • Project Management certification or demonstrated experience.
  • Experience designing, implementing, and operating M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Experience in planning and managing surveys, developing, and refining data collection tools and data quality assessments and oversight.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in various offices outfitted with standard office equipment and specialised software.
  • Involves working in a fast-paced environment with ongoing interactions with critical stakeholders.
  • Maybe required to travel to represent JCA on matters locally and internationally.
