Senior Enforcement Officer (Canine) (Level 6) [Kingston- 4 posts] [Montego Bay- 4 posts] salary $6,333,301 annually

 

Job Purpose

Under the direct supervision of the Manager CET, the Senior Enforcement Officer (Canine) is responsible for:

  • Protecting Jamaica’s borders and the Jamaican society by participating in the detection and seizure of illegally imported and exported goods for transshipments through specialized skills and strong bond with a canine partner.
  • Supervising the investigation of Customs offences in the region, including gathering evidence and testifying in court when necessary
  • Creating and maintaining an effective deterrent against persons committing customs offences and thereby optimise revenue declared and collected (contribute)
  • Supporting the anti-corruption activities of the Jamaica Customs by undertaking secondary examinations and other spot checks without prior notice.
  • Supporting the border management activities of the Jamaica Customs with the use of trained canines that effectively perform detection duties related to drugs, explosives, ammunition, contrabands, money, and other illegal substances.

 

Key Responsibilities

Technical/Professional Responsibilities

  • To effectively detect contraband, narcotics, explosives, ammunition, and other illegal substances, an officer, with the aid of the canine, carries out:
    1. examinations/inspections of cargo shipments entering and leaving the country and within or outside any Customs area.
    2. inspections/rummages of vessels and aircraft entering or leaving the country.
    3. ‘raids’ (searches with and without warrants) of buildings, vehicles and other premises to search for illegally imported items or evidence of customs offences.
    4. Inspect luggage, passenger carry-on bags and passengers entering or leaving the country.
  • Participates in seagoing patrols and boarding/rummage of vessels at sea.
  • Undertakes, with the aid of the canine:
    1. ‘secondary’ (follow up) examinations of cargo, items and travellers entering or leaving the country.
    2. surveillance of persons, vehicles, goods and locations to gather evidence of customs offences and identify persons involved.
  • Conduct intelligence led operations with the JCF to carry out random daily patrols of ports (air and sea) and warehouses and premises to provide a deterrent effect.
  • Conduct sweeps of the designated search areas with the canine aid.
  • Arrest persons suspected of involvement in customs and other related offences.
  • Interviews suspects and witnesses to establish case facts and gather evidence.
  • Collects revenue and penalties due to customs
  • Works with other law enforcement agencies to identify, investigate and prevent customs offences
  • Makes enquiries and gathers evidence supporting authorised requests from other countries under Mutual Legal Assistance Treaties (MLATs) both on behalf of and in the company of overseas law enforcement agencies.
  • Provides guidance and advice to officers on executing enforcement activities, including identifying and securing evidence in specific cases and enhancing their capacity.
  • Provides oversight of and always has positive control of the canine (on or off leash) and has the dog on a short leash whenever transitioning in and out of buildings.
  • Ensures that all required equipment and all duties with the canine effectively, including leash, choke chain/flat collar, reward, and kennel crate, are in place.
  • Participates in the planning and execution of incident response exercises and drills.
  • Participates in regular training exercises to keep the canine sharp and monitor its detection skills through drills.
  • Responsible for providing all primary care for assigned canine while in your custody, including bathroom breaks, work-rest periods, feeding, grooming and exercise.
  • Responsible for understanding the assigned canine’s signal and behaviour with the ability to communicate with them.
  • Perform basic canine emergency first-aid as needed.
  • Directs the requisition of equipment necessary to perform all duties with the canine effectively, including leash, choke chain/flat collar, reward, and kennel crate.
  • Ensures that a healthy, safe, clean, and pleasant environment and facilities for the canines are provided.
  • Protect assigned canine from other stray, infected canines suffering from contagious disease and prevent accidental mating.
  • Evaluating the area of work for potential items that may cause harm to the canine.
  • Prevent canines from expelling waste in and around inhabited buildings and/or removal all such excrements from canine while on duty.

 

Human Resources Responsibilities

  • Assist the Manager with planning, organising, and directing the Section’s work.
  • Participates in developing the Section Workplans and prepares work plans for direct reports.
  • Documents and maintains Standard Operating Procedures for areas of responsibility.
  • Conducts periodic reviews of direct reports by work plans.
  • Conducts assessment of direct report based on performance assessment criteria and prepares performance report.
  • Evaluates performance of direct report in keeping with targets and standards.
  • Signs performance management reports.
  • Ensures that staff have sufficient and appropriate physical resources to undertake their duties efficiently and effectively.
  • Recommends transfer, promotion, termination and leave by established Human Resource Policies and Procedures.
  • Provides leadership and guidance to staff through coaching, mentoring, training, and support.
  • Participates in the recruitment of staff for the Section
  • Recommend disciplinary action where necessary in respect of direct reports.

 

Customer Service Responsibilities

  • Maintains customer service principles, standards and measurements.
  • Identifies and incorporates the interests and needs of customers in business process design.
  • Ensures critical success factors are identified and meet expectations.
  • Prepares quarterly and annually Customer Service reports by established standards.

 

Other Responsibilities

  • Performs all other duties and functions as may be required from time to time.
  • May be required to provide witness statements, attend court proceedings, and give evidence.
  • Enforces Health & Safety Policies & Procedures and mitigates and minimises workplace hazards.

Minimum Required Education and Experience

  • First Degree Management Studies/Public Administration or equivalent qualification.
  • Specialized training in security enforcement.
  • Supervisory management training/experience.
  • Training and prior experience in canine handling would be an asset.
  • Experience in the enforcement of regulatory or criminal laws.
  • At least five (5) years of related experience.
  • General Driver’s Licence

 

Special Conditions Associated with The Job

  • Work will be conducted in an office with standard office equipment and specialised software.
  • The environment is fast-paced, with ongoing interactions with critical stakeholders and meeting tight deadlines, resulting in high degrees of pressure on occasions.
  • Required to travel locally to seminars and meetings; may also be required to travel overseas to attend conferences, discussions, and meetings.
  • On call 24 hours.
  • Ability to maintain physical fitness keep up with the demanding tasks involved in working with a canine (run, lift, climb, hike, walk in all types of terrain or for some distance or handle heavy equipment and spending long hours on training), sustain hazardous working conditions and exposed to the elements (wind, sea, water, sun, dust, potential inclement weather).
  • High degree of travelling required island-wide
  • Required to carry a firearm and exposed to a significant threat to personal safety because of involvement in contraband and anti-corruption operations
  • Work will be physically demanding, dangerous, and stress-inducing.
  • May be required to attend court proceedings periodically.
