Senior Human Resource Officer Staffing (Level 6) [1 post] – salary: $6,333,301 annually.
JOB PURPOSE
Under the direct supervision of the Director Human Resource Management, the Senior Human Resource Officer, Staffing will be responsible:
- To guide the implementation of Human Resource activities in accordance with established policies and procedures to achieve Jamaica Customs’ strategic objectives.
- To support the manpower requirements of Jamaica Customs.
- To lead and manage the Staffing Unit in the achievement of the goals/objectives.
- To ensure that service records and other personnel related records are up-to-date and maintained.
- To conduct investigation into separation for cause and make recommendations as appropriate; and,
- To promote/enhance a harmonious industrial relations climate.
KEY RESPONSIBILITIES
Technical/Professional Responsibilities
Supports the manpower requirements of Jamaica Customs by:
- Evaluating existing staffing scenario including turnover, vacancies, and the current recruitment strategies to identify and forecast staffing requirements.
- Preparing job profile for approval in respect of open positions for advertising after consultation /approval by the Post Operations Committee.
- Prepare and review interview guides, assessment tools, and selection criteria to ensure fairness and consistency.
- Participating in the recruitment, selection, and appointment of staff for posts as directed.
- Preparing schedules for short listed applicants and advises candidates of interview date, time, and venue.
- Participate as a panel member in interviews, ensuring alignment with Agency core values and competency requirements.
- Preparing documents and makes the necessary arrangements for the interview including selection mechanism.
- Draft and finalize recruitment reports and submit recommendations for approval.
- Issuing meeting reminders for Human Resource Executive Committee (HREC).
- Conducting and documenting background checks for successful applicants.
- Investigating queries by HREC and provides information.
- Reviewing prepared draft letters to ensure compliance with regulations/guidelines for submission to designated signing officers.
- Preparing the annual manpower summary of the Agency and its related Departments for inclusion in the Corporate Plan/Operational plan.
- Administering tests to applicants for employment as directed.
- Conducting reference checks.
- Conducting orientation programmes and exposure with the new employees; and,
- Ensuring that the new employees are aware of and adhere to the policies, procedures, and regulations of the HRMD Division and the Agency.
Assists in the leadership and management of the Human Resource Management Branch in the achievement of the goals and objectives by:
- Planning activities of the staff and ensures that staff are given adequate instructions and guidance.
- Overseeing the preparation of the work plans.
- Developing and managing the performance of the Unit with particular emphasis on transferring skills, motivating staff, setting performance targets monitoring performance, providing feedback to staff, and arranging for training.
- Evaluating performances in keeping with targets and standards.
- Ensuring that the Unit has sufficient and appropriate physical resources to enable the staff to perform their assigned duties in an efficient and effective manner.
- Maintaining effective working relationships with external and internal stakeholders to ensure that the Unit provides a consistently high level of service to them in keeping with the Citizen’s Charter; and,
- Monitoring the indicators of the organizational climate and of management/staff relations and initiates steps as appropriate to maintain or restore harmonious relations and a positive climate via close personal interaction and communication with management and staff.
- Provide advice to managers and staff on recruitment and staffing policies, procedures, and employment regulations.
- Ensure compliance with Government of Jamaica policies, Staff Orders, Labour Laws, and internal HR guidelines.
- Maintain strict confidentiality in handling staffing matters
Ensures personnel related records are up-to-date and maintained including:
- Supporting the development and updating of HR documentation and records for the HRMD Branchg., staff list, performance standards, organizational charts, and job descriptions.
- Maintaining a system for revising and updating such documents as necessary.
- Recruitment files (applications, shortlists, interview reports, and selection outcomes).
- Employment contracts, offer letters, and onboarding documentation.
- Records of transfers, promotions, secondments, and acting and appointments.
- Data on vacancies, filled posts, and staffing establishment against approved structure.
- Updated information in the MyHR+ integrated HR and Payroll system and other HR Information Systems to ensure accuracy for reporting and decision-making.
- Preparing and analyses attendance reports and recommends strategies for improving tardiness and absenteeism; and,
- Preparing time and attendance critical list and other related documents for submission to the HREC for deliberations.
Assist in conducting investigation into separation for cause and make recommendations as appropriate by:
- Conducting investigations into situation of termination for cause:
- Absence from island without permission.
- Absence from duties without permission for five (5) consecutive days.
- Misconduct in contravention of acceptable established conduct.
- Consistent performance below established standards/expectations
- Employee convicted of criminal offence.
- Administering termination in respect of temporary appointment in accordance with the terms and conditions of the temporary appointment.
- Preparing and makes recommendation for termination/retirement on the ground of re-organization when deemed necessary; and,
- Assisting in conducting and analyzing exit interviews for employees who are separating from the service and ensures that all separation matters e.g., loans, bills etc. are satisfactorily settled.
Promotes/enhances a harmonious industrial relations climate by:
- Consulting with employee’s staff representatives, Union/Association in respect of industrial relations issues.
- Recommending strategies which will promote a healthy and proactive industrial relation climate.
- Assisting in the implementation of industrial relations decisions in a timely manner.
Human Resources Responsibilities
- Manages the workflow and assignments for the Human Resource Officer and Assistant Human Resource Officer in Staffing Section.
- Provide guidance, coaching, and support to HR Officers and Assistants within the Staffing section.
- Oversee the quality and timeliness of staffing-related documentation prepared by direct reports.
- Foster a team-oriented approach to ensure efficient delivery of HR services.
- Participating in the development of the Corporate and Operational Plans.
- Planning activities of the staff and ensures that staff are given adequate instructions and guidance.
- Overseeing the preparation of the workplans.
- Document and maintain Standard Operating Procedures.
- Managing the performance of the Section with particular emphasis on transferring skills, motivating staff, setting performance targets, monitoring performance, providing feedback to staff, and arranging for training.
- Evaluating performance in keeping with targets and standards.
- Ensuring that the Section has adequate and appropriate physical resources to enable the staff to perform their assigned duties in an efficient and effective manner.
- Assist with conducting on the job coaching for direct reports.
- Maintaining effective working relationships with external and internal stakeholders to ensure that the Section provides a consistently high level of service to them.
- Monitoring the administrative cost of benefits programme and recommend cost containment strategies including alternative methods for the administration.

Technical

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
- First degree in Management Studies or Human Resource Management or equivalent qualification.
- At least five (5) years’ experience in Human Resource Management at a senior level.
- At least three (3) years working experience with manpower planning.
- Training in interviewing techniques, competency-based recruitment, or related HR methodologies would be an asset.
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
- Work will be conducted in an office outfitted with standard office equipment and specialized software with occasional extended hours to meet deadlines.
- The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
- Fair degree of travelling required (>40%) on a periodic basis to meetings and coordination of activities.
