Supervisor (Level 6) [4 posts]   salary: $6,333, 301 annually. 
JOB PURPOSE 

 Under the direct supervision of the Manager, the Customs Supervisor will be responsible for: 

  • Directing and controlling the service environment. 
  • Performing intelligence gathering, and passenger clearance. 

 

 

KEY RESPONSIBILITIES
Technical/ Professional Responsibilities 
  • Provides daily strategic leadership and guidance for officers in: 
  • Guiding and processing passengers in accordance with customs, and other related laws and policies 
  • Assessing and ensuring the validity and authenticity of documents 
  • Detaining dutiable and/or restricted items 
  • Managing breach procedures 
  • Conducting rummaging of aircraft 
  • Providing surveillance of the Baggage Hall and surrounding restricted areas 
  • Assists staff with interpreting and enforcing the Customs Act, and other related legislation and policies. 
  • Verifies, secures and lodges all monies collected at the end of each day,  in accordance with the FAA Act. 
  • Prepares and submits the relevant documents for the reporting and processing breaches, upon receipt by the line staff 
  • Ensures that daily and weekly records are appropriately processed and maintained so that monthly, quarterly and yearly figures can be efficiently derived for report and review. 
  • Conducts secondary examinations, Time & Motion Studies and audits, in keeping with the established standards 
  • Liases with other government agencies and departments to provide and receive information and perform inter-agency functions 
  • Communicates with airline agents, traders, brokers to assess and ensure procedural compliance in reporting flight activity, declaring goods, receive and provide information. 
    • Supervises the unloading of all cargo entering the Island and ensures proper storage of cargo by: 
    • ensuring that all are accounted for on the manifest; 
    • checking the report on short-landed goods and the listing of Bad Order (Form C14) goods; 
    • storing goods for Intransit in special lockers/sheds depending on the nature of goods. 
  • Ensures that Customs entries presented by the importer for the release of goods are correctly completed, and the proper officer gives authority for the release of these goods by: 
  • checking entries for the accuracy of the information given under various headings; 
  • checking for the Collection Officer’s signature and official stamps; 
  • comparing particular on Bill of Lading with Entry and Invoices. 
  • Checks that correct duties are collected on goods before release by: 
  • carrying out a secondary physical examination of goods and comparing them to invoices; 
  • checking tariff heading and duty rates for accuracy; 
  • reporting discrepancies or suspicion of fraud to the Manager. 
  • Maintains import control over prohibited and restricted goods by issuing Detention Notices or Seizure Notices for restricted and prohibited goods. 
  • Ensures the team processes the release of imported goods/cargo after all requirements are met by recording details, making notes or any short landing and completing Customs Release. 
  • Assigns and reassigns declaration of entries to officers through the ASYCUDA system. 
  • Supervises and leads operations in the assigned work area to facilitate trade, documentation verification and optimised revenue collection, and detection and seizure of illegal goods and other items by ensuring effective systems are in place for the control and management of activities by the Customs Act and related legislation. 
  • Participates in developing, implementing and reviewing operational plans for assigned area operations. 
  • Provides operational and tactical guidance to officers: 
  • Monitors workload assignments and reassigns where necessary. 
  • Monitors revenue collections, recommending and implementing strategies to meet the agency’s target. 
  • Submits monthly operational reports to the specification. 
  • Ensures the Balancing of Collections Officers daily and ensures the appropriate duties are collected, and proper records are kept, as well as the correct procedures are in keeping with JCA procedures and FAAA Act. 
  • Ensures that overtime goods are prepared and transferred to Queen’s warehouse within the specified time. 
  • Supervises the team within the assigned operational unit to achieve the Agency’s objectives and targets by: 
  • Monitoring and reviewing the performance of the team to ensure its agreed performance targets are met; 
  • Ensuring the management and continuous performance of staff within the Unit through the implementation of the performance management system; and, 
  • Ensuring the effective and efficient use of resources.  
  • Maintains liaisons with other government entities and collaborates on strategies, particularly risk management, compliance measurement, intelligence, and investigation to facilitate compliance and, where necessary, the investigation and prosecution of offenders. 
  • Provides day-to-day supervision in the continual performance improvement of the Unit. 
  • Participates and assists with the strategic planning and review process for the activities of the assigned Unit. 
  • Ensures that all required processes, systems and controls within the unit are adhered to enable effective and efficient achievement of its objectives effectively and efficiently. 
  • Assists with ensuring that the Unit’s work is appropriately documented to facilitate the development of operational manuals, outlining applicable policies and procedures for the operational activities, with the view to amalgamating them into a single Operations Handbook for Jamaica Customs. 
  • Performs other related duties as required to execute core functions fully. 

 

 

Human Resources/Management Responsibilities 
  • Contributes to the maintenance of an effective team within the Unit to achieve the Agency’s objectives and targets by: 
    • Monitoring and reviewing the performance of the staff in the region of responsibility to ensure its agreed performance targets are met; 
    • Ensuring continual performance improvement within the region; 
    • Ensuring that the staffing needs of direct reports are met through appointments, promotions, coaching and mentoring, capacity building and discipline in accordance with Agency policies and procedures; 
    • Ensuring the management and continuous performance of staff within the branch through the implementation of the performance management system; and, 
    • Ensuring the effective and efficient use of resources.  
  • Contributes the strategic planning and review process for the activities of the unit  
  • Monitors work processes, systems and controls are in place within the unit to enable achievement of its objectives effectively and efficiently. 
  • Contributes to the development of operational manuals, outlining applicable policies and procedures for the operational activities to be integrated into a single Operations Handbook for Jamaica Customs. 
  • Participates in developing the Section Workplans and prepares work plans for direct reports. 
  • Documents and maintains Standard Operating Procedures for areas of responsibility. 
  • Recommends transfer, promotion, termination and leave by established Human Resource Policies and Procedures. 
  • Provides leadership and guidance to staff through coaching, mentoring, training, and support as needed. 
  • Participates in the recruitment of staff for the Unit. 
  • Recommend disciplinary action where necessary in respect of direct reports. 
  • Ensures that the staff is provided with the necessary tools and equipment to carry out their functions effectively and efficiently. 
  • Provides day-to-day supervision in the continual performance improvement of the Unit. 
  • Guides the Unit staff in interpreting the policies and procedures to determine proper courses of action 

 

Customer Service Responsibilities 
  • Maintains customer service principles, standards and measurements; 
  • Identifies and incorporates the interests and needs of customers in business process design;   
  • Ensures critical success factors are identified and meets expectations;  
  • Prepares quarterly and/or annually Customer Service reports in accordance with established standards.

  • Sound understanding and experience in the management of limited resources in order to achieve challenging output targets. 
  • Comprehensive knowledge of management practices. 
  • Excellent understanding of international trade practice and processes. 
  • Understanding of the application of information technology solutions to organizational problems and the fundamentals of ICT based analytical tools. 

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE 
  • First degree in Public Administration or equivalent qualification in the Social Sciences. 
  • Five (5) years’ experience in an operational position, including experience in the application of the Customs Act and related legislation. 
  • Supervisory Management training or experience. 
  • Specialized training and knowledge of customs administration and operations. 
  • Specialized training in profiling and risk assessment techniques as well as arrest and restraint techniques. 

  

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB 
  • Work will be conducted in an office outfitted with standard office equipment and specialized software.  
  • The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.  
  • May be required to work long hours (>40 hours weekly) over protracted periods.  
  • Strenuous job involving a high degree of interaction with, and responsibility to the public 
  • Fair degree of travelling required (>40%) periodically to marine operational activities   
  • Strenuous job involving a high degree of interaction with and response to the public
